That's actually a pretty cool idea.
As for distribution, could it be done (in part) by holders of the tokens? For example, kinda like the comment coin one, which gives commenters 1 token each time they comment on a post written by a holder of at least 10 tokens. A variation on that?
They let you select how many decimal places. Maybe 3? Or even 0.
