Yes... the taxi drivers, who are notorious for doing whatever the hell they feel like doing in most developing countries, are terrified of the fines. The police don't mess about over here. If you FAFO, the FO is going to be something that the person probably cannot recover from financially. I'm not saying that I am going to celebrate someone becoming destitute but it's real easy to avoid that, just don't break the laws.
