well, first of all, control is an illusion, no one is in control but the core laws of the universe and they aren't in control of what they do, they're just basic foundations

second : nothing better for a government in despair than the common enemy, maybe the resistance is sponsored, its been know since the romans : divide et impera, blow up a bit here, get yo people nice and quiet under their roofs after dark

if someone wants to be in control, you might as well start the next resistance right there because they are gonna replace the one who's in control you're trying to replace ... with them
