You don't really need that high shutter speed to freeze these waves. On a 15mm lens, you'd be happy with anything between 50th to 100th of a second, and with a 50 mm lens, 150th of a second will do nicely with waves like these.

If you want to shoot bigger waves like on an ocean, 250th will do, and zooming in (300mm or 400mm) on them you may need to push it up to 500th, or even 1000th depending on the lens.
