I think maybe only 2 to 3% of players are the only ones who will max out their complete set, and probably not more than than.

It's funny you say that. Some say they have a complete set and had it for a long time, and then, when they go into details, they say, I'm still missing a BCX here, a BCX there, and so on. That's not a max set. I say it how it is. I will likely not have a complete set, due to RNG, and because it's not worth spending/wasting so much Glint to max the cards that are less favored by RNG.
