oh yeah. Vietnamese is a mystery. People that I know that have lived here for close to a decade don't know anything other than hello and thank you. It's quite common for people living here to not even try and the ones that do try, tend to fail badly. I know one person that can speak even a basic level of the language and he has been married to a VN person for over a decade.
