Afraid so yes - and most of the people seem to have morphed into sheep as well.

Back in the 80's the government used to give a payout for each sheep so farmers used to drive them around to other farms to be counted multiple times and there were around 30 million imaginary sheep as well as about the same number of real ones. When the hand outs ended so did the sheep, but we still have the most sheep per person of any country!
