If you bid ~150 per mission, and promoted 8 then it looks like your numbers all work out correctly. You promote a mission every time a player finishes a mission while you are the top bidder. It shows the running list of missions being completed in the top left of Promoter

It looks like maybe 1k STARBITS isn't worth taking to promoter given the number of missions being run in a day
