I have a difficult time understanding similar schemes in my native language, but reading it in English just makes it incomprehensible (Had to google this word lol).
It's not that I don't understand per se, but I just . . . well . . . don't understand.

Does the government mean for those gaps to exist or will they patch it up once too many people start abusing it?
