Maybe they know their vote won't give you any substantial reward so they don't bother.

Any vote is important in my view. Some people think their reward being small is not appreciated, but they should reset that thought and ignore the total value.

People should think about the token quantity and how much you hold and want to give as vote power... and not in terms of $$$$ ...

Here is some example for the perspective change:

• If tomorrow HIVE values 0.0000000001$ then that kind of thought would apply to everyone on hive, including whales.
• The other way around would also change things substantially too, because if HIVE would value 100$, then almost every one would feel crazy giving away several dollars upvotes.

There is another component of this conversation that I am not including, as for example the amount of distributed power across the entire ecosystem. Which it would be assumed to be much lower for a very low price and much highly distributed for higher prices. And that's the normal balance between demand and distribution.
