I would like to comment on two (2) things (HOLY SH..t!!! WHAT TF!!! This is friking book reply!!! 🤣 ):
1 . First:
I don't understand, as someone who has a voting power that can give you 0.03, decide to vote your post with 15% or 10% of their voting power, what is the point of this?, if you really believe that some publication deserves your vote give it something worthwhile. Although I do not understand the technical implications of this, when I vote for a publication I want to receive some reward according to my voting power.
This one is quite simple (for me)... and I agree that it might represent something weird (like the confusion you pointed). So, lets begin:
The % thing is just a percentage of how much you are allowed to give per vote. And should never be interpreted as a % of how much you like something. Why?
Well, this is somehow attached to the technicality of how much you allowed to use from the rewards pool. So, currently if you vote 100%, you can only vote 10 times a day, and that is because the current Voting Power (VP) regenerates at 20% per day. If you vote at 50%, then you can vote 20 times... and so on.
So, even if I decide to like a lot something, I need to measure how I wish to distribute my value over other things that I also like. Yes, this is a hard and complicated tricky/boring thing to do, but if you care, you will do it.
Also, what happens if I vote 50 times in one go? well, you will have to wait 5 days until all your VP is at 100%. But can't you vote after 1 hour if you do that? Yes, you can, but only if you have enough VP for the amount of % you will vote.
So, if you have 2% of VP, you can vote once at 100%. Although if you do this, you will suffer from a "reduced" amount of value you transfer from the rewards pool. Why? Because VP also means how much everyone in the blockchain has the right to vote... so, to be fair among everyone's weight (STEEM POWER, SP), if you have 100% VP, you are entitled to transfer your entire weight (SP) from the rewards pool. If you are at 50%... and so on.
So, this means that if at 100% VP your vote value would be for example 0.03, then if you have 2% VP and still vote, you only value your 100% Vote at 0.02 x 0.03 = 0.0006. Why I see nothing then? Another complexity sorry... on STEEM is currently 3 floating precision. So, if your vote is under 0.001, it values ZERO (0).
What are the implications of increasing precision so that more minions benefit from it? I am not sure, but probably a lot more workload on the Witness nodes and would also mean, a lot more "fake" people trying to have multiple accounts grabbing this little amounts of rewards. But if you feel this should be different, please propose. Now we can all do that!
Morale of the story is quite complex as you (hopefully) now understand a bit more. How can we make simpler?
Well, there is a lot of code that needs to change when you usually try to modify these things, and that currently affects the entire ecosystem... and this is why experiments like STEEM (blockchain) are interesting.
For me, if many has to change, it would be better to just start a new Blockchain. Because effectively that's what it would represent. And this would not be a problem, because nowadays you can make blockchains talk to each other, so, if you built an entire blog on one side, you might be able to just continue it on another blockchain. Of course that has to be built into the blockchain "UI's" mostly.

2 . Second:
There are things that artificial intelligence will never overcome and it is that feeling of empathy, having an idea of how the other feels in a certain situation, the satisfaction that we can only feel when we help someone or the feeling of frustration, pain or disappointment when we see that someone falls or is in need, we cannot lose those values that differentiate us from the machines, everything else is statistics and copied behaviors that can be erased from a processor.

Anyway... I fully agree to your conclusion 1st paragraph. But your second one, I need to say something. Everything has a possibility to change... evolve or surpass us as a race.
Currently, I agree that it might be very unlikely that we get under a more intelligent race than us, but that does not mean someday machines could simulate many things we do and consider impossible now. Feelings is one of them... I am not saying it will sound or feel right, but I can tell you one thing... if you think its never going to be possible, prepare yourself to be wrong.
More than 2000 years ago, Mankind didn't even probably conceive possible that Earth was round... they didn't find the need to save trees... so that our planet global warming doesn't kill us all. Many things were not even though the same way, like quantum mechanics (WTF was that in those times??), or sub-atom divisions, or the Higgs boson.
Look at you, writing something that gets broadcasted across something we call Internet, and is available from anywhere across the planet in a fraction of a seconds. Hell yes! It's even available in Space, via PC's that re-transmit communications we now call Satellites.
I am sure we will invent many things we never though possible... maybe even that will change our race one day... when?
I don't know... and probably will not be here to witness, but one thing I am sure, everything can happen. There are probabilities... which should allow us to have much more "useful" conversations, but, effectively, all can happen.
