Neoxian still gives out loans, (see the post I linked here in the comment, 6 days old). But not everyone seems to be aware of that because he doesn't market the service. And I'm even not sure if everyone would be eligible for a loan.

I have no opinion if it would be needed or not, because I fear taking on loans myself too much. It's a debt, and I always try to avoid any debts.
