Hey @robertandrew, when the hardfork happened all the accounts that got duplicated got an airdrop at a ratio of 1:1. for every steem you owned you got one Hive and so on (as you've noticed yourself). The accounts that where on the excluded list, however, where not included in this airdrop. To make things fair the rule was simple and a script was used to get the names. The rule was: "Every account that voted for 2 or more of Justin's witnesses is put on the excluded list". By using a script and publishing it public no special exceptions where made and no one could complain that they didn't got anything from the airdrop and someone else did while they both voted the same.

Now while everyone on the list conformed to the same rule people, the motivation or reason to why those votes happened could be is different on a user by user basis (imagine someone that actually that didn't want to vote for justin's witnesses and missclicked in comparison to someone that truly doesn't want Hive to succeed). To address these the excluded accounts will be able to make a proposal giving a bit more explanation to why they voted the way they did, and it will be up to the communities to decide if they can still get those assets from the original airdrop.
