My idea is to start with reputable members who are consistent on Hive. The first set of people to receive funds will be them. All new members will take the later slots. That means by the time it is their turn to collect money, they must have done more than 85% of their contributions.

There are still other things that we will put in place to discourage such behaviour and even recover if such a thing ever happens
