If everyone were to flood steemit with pictures of a blob fish every 5 minutes using random popular tags, I am pretty sure that steemit will become rather painful experience to find good content. Alternatively, and it was a concern of themarkymark, if enough users start spamming the chain, it could cause the chain to break. If enough users are trying to access resource heavy type commands through certain api nodes, people may not be able to access dapps including steemit.
