There is something "special" about law enforcement in GA that may have little to do with political ideology. If you turn to page 33 of the rules of the magistrate court (eh, maybe they updated it since then) you'll see the fees collected go to the county's general fund. Even if they do prevail and win lawsuits get national attention the county will make sure they lose everything by repeatedly targeting them.
