There is the often quoted (but rarely understood) idea of 10,000 hours to be exceptional at a skill.

If that was absolutely true many politicians should be exceptional at what they do.(And I am not even talking about putin who has been in his post longer than I can remember...) But then again- they do get the post again and again so maybe they are exceptional at something? or masses are stupid. that could be a reason as well.
