selling and powering down is easy decision for me- I just ask myself 1. Do I have to power down/ sell to survive? and 2. Will I be rich enough to not worry about money if I will power down and sell. So far my answer to both those questions is no so I keep gathering more HP.

Buying/ powering up is harder question. Now I am saving for camera and would want to go to euroleague basketball game in december( I have not seen a game live in years) so part of me thinks that buying more HP can wait. But on the other hand Hive prices could jump up soon and then I would regret not buying Hive now.
