Simplest way to enable the 1st phase of Vote Dilution:

• Limit witness vote to no more than 1 per account after HF.

Better way to do it:

• Make actual vesting influence for each vote cast after HF divided by length of voted witnesses.

It is being over 6 years of me insisting.
