According to UOL News, the huge majority of São Paulo electorate(14,8%) considers Tarcísio the worst governor ever while a small minority considers him Great(15,1%), Good(32,2%) or even Average(28,6%).

If you sum Bad(7,8%) and Worst(14,8%) it'll give a crushing majority.
