Basically it is usually part of the phrase "I can't be arsed" = I can't be bothered. e.g."I should go to work, but frankly, I can't be arsed." It is rarely (if never) used in the positive. You never say "I can be arsed to go to the party." You might ask "can you be arsed with it?" usually expecting the answer to be no.
