Only operations that require an active key (I'm not sure if dCity requires an active key). But I personally prefer using a separate account to store large amounts of liquid coins (I use @fbslo.pay), since there is no simple app to use for multisig (maybe I'll create one in the future, maybe during the next hackathon) for 2FA yet.
