We should burn 50% of DAO funds (or at least everything that's not from Steemit Inc's stake)
We should reduce author & curation rewards by at least 30-50%.
Downvotes should burn rewards instead of returning them to the reward pool
Power down to 4 -6 weeks
Witness vote decay after 1 year
