This should not be one single proposal. This should be broken into several proposals as it covers many distinctly different topics. For example, the SPS > DEC burn change should DEFINITELY be its own proposal, not lumped into one bill. This is how US bill passing works and it's wrong on so many levels. ONE TOPIC ONE VOTE should be the standard.
