This is a impossible task. Actually we're all corrupted and love to do scam.
Let me explain : About all the people of the world want to become rich doing minimum works. Here's the seed of corruption. The only way to become rich without doing a hard work is scam. From the very early days it is happening everyday & it will be happen in future too.
I think, decentralisation is a solution to eradicate government corruption.
