Ultimately it will be witnesses, SPS proposals and people with skin in the game receiving the most STEEM.

Only the very best content creators/people that can bring real value to steem will earn decent STEEM without having SP.

Most other users will earn SMT's/SE tokens (which could also become very valuable) and all of them will be able to transact for free through RC delegation pools.

I see this process already happening on Dporn. It's a unique platform content-wise where nobody can crosspost (like on other tribes) and only the best/verified content creators are making PORN tokens and at 0.17STEEM each currently that is not bad at all.
