Cacti do need water like any other plant. Unless it is a plastic one :) But they do need less of it and hate to be overwatered.
If you can keep it outside in bright light, but not full sun (it looks like it is straight from a greenhouse, so sun will burn it). Water it when the soil is completely dry in summer. Don't let it sit in water.
If you can you should also report it. Ditch that nasty turf and put is some shit garden soil mixed with sand and rocks.
