For your system to work we would need:
-A lot of predefined curation groups which give back 99% of the curation rewards to delegators
-A lot of people willing to spread their voting power accross multiple curation groups.
-A system to pay (but not overpay) manual curators.(Imagine Venezuelans devoting their time to curation and earning a living with that, would be cool.)

I agree that the curation window makes good curation nearly imposible, because you cannot find and read most good posts in 5minutes. But your system would need to be agreed upon way before implementation. Only if neough orcas/whales agree to support this with their delegations, this system has a chance to succeed.
It certainly would benefit good authors and bring in more good authors.
