Top 20 Witnesses can actually change the rules unilaterally.. Just like the electoral college in the United States. It's not a majority (stake) vote, it's a majority witness vote. The argument is that those witnesses are voted in by the largest stake, but nonetheless, the witnesses make all the decisions.
