Social choice theory is one of the supporting theories in deciding policies to create public welfare. this theory is called "impossibility theorem". Where it is very difficult for people who have different goals to use voting in making a collective decision.

The problem of social choice is to see whether we can get social preferences based on individual preferences and fulfill certain reasonable conditions No decision rules that aggregate individual preferences or voices will always produce consistent social choices.
