BIO: Charles Silver is a chaired professor at the University of Texas School of Law and an Adjunct Scholar at the Cato Institute. He has done extensive research on medical malpractice litigation and related subjects. His new book, OVERCHARGED: WHY AMERICANS PAY TOO MUCH FOR HEALTH CARE, delves deeply into the health care system's many problems, and shows that most of them are caused by excessive governmental regulation and excessive reliance on insurance and other forms of third-party payment.
