The agencies and politicians absolutely are benefiting. On the surface they benefit from the votes and are very likely pocketing a portion of the tax dollars as well. I read a very interesting article last night about Somali history that made this all make a bit more sense—in Somalian tribal culture people are raised to believe fraud, bribery, and such are fine as long as it benefits their individual tribes. They also tend to vote as a whole block after they immigrate and remain self-contained/closed communities so, as a group, they're perfect targets for political corruption. This in no way excuses their role in this but that missing piece to the puzzle makes it all make more sense. Yes, TG for independent journalism!
