It sounds like a low tech equivalent of some of the software currently on the market to help writers complete their novels. I scribble a lot of notes about the world I'm creating as well as the character profiles, in deep detail. I get to know my characters and let them run wild in my imagination then let the characters write the story. This also works for me with short stories.
