Yes, many individuals can be corrupt, that’s right. If these many individuals form an overhang compared to those who do not allow themselves to be corrupted, I agree that this can be called a "society' made up of individuals who have a penchant for it.

What is "funny" about it is that one corrupt person accuses the other corrupt person of being corrupt. While I would say that the moment one does so, can be the moment to reflect on ones own capability of being corrupt or having been corrupted.
