Hey, I've been in San Francisco the exact same year - so, we could have met :D. Guess, it must have been August/September.
I was not paying attention so much to the homeless, but I noticed indications in the street signs: "Littering forbidden", or some other forms of wanting people not be on the streets, lot more signs I ever saw so far in Germany. Also the cautiousness of the average people, either their warnings but also their cheerfulness I was surprised by.
