To the water-problem: Do you have a garden or one near you where you can collect and filter ground or rain-water? This could solve partially the problem to pay more for the water. Maybe you could form a neighbor group so you are not alone in this matter? There are quite easy solutions for filtering water, but of course I am not an expert, just saw some videos addressing the topic.
