You don't need to delegate HP, you can delegate RC instead (you can't redelegate HP that is delegated to your account). Also, $300 for what kind of server? This shouldn't cost more than $30.

hiveprojects.io is not decentralized tbh, it's just a simple projects directory that is intended to be community driven (but not very active). It was initially created by noisy, I just revived it.
