Instead of ensuring discipline, such a policy might end up making things even worse. For me, let people be themselves when they are within your jurisdiction; you can correct them, but going further to spy on people's social media activity is a crime.
It doesn't matter whether the person is under your authority or not; if anyone does such, it's a breach of privacy, and the truth is that the information you are looking for, you will definitely get it. You will see those faults you are looking for, and then what?
Will it change anything at all? Will it transform the person's character automatically? So, what's the use in the end?
