Yes, that video is from the behind the scenes of a huge temple event. All the elephants are tied there, bathed in a huge tank thoroughly and made ready. Many people come there just to see them. That is the video is about.
Yes, those animals are domesticated and in my opinion it is not the right thing to do. But, they are usually taken well care of in "human terms". As in they are given good food and the traditional medical treatment and all. But, they are confined to a space and chained, yes. But, they are not tortured like how it is in other industries like circus and tourism.
Even though I don't like the way it works, I have found people really love those animals. And somehow, they think it is a good thing to take care of them and attend them well out of "love" for them!
