I am sorry you have a tough employment situation. In my opinion, bathroom time is YOUR time and usually is less than 5 minutes! I can't believe they would want you to take the cell phone and actually answer the phone while in there! However, maybe if your boss called you and flushed the toilet while on the phone with her, she might see how unprofessional she is being!
