I completely understand the thought that you do all the work in the friendship and they don't participate. Both my husband and I have had people we considered real friends. It became apparent over the years that if it weren't for us making the effort, the friendship would die, and sure enough his with his friend and mine with mine did when we stopped being the one to constantly reach out.
I am not sure why some people are that way; they act like they want to be your friend, but if you stop reaching out, they just disappear. It's sad really.
Over the years, I come to the conclusion that if the friendship isn't a 2 way street, then maybe it's really not a friendship at all.
As for how to go about getting a friend; meeting new people might help; if you meet someone and you 'click' or it seems like you've always known one another, then it might be a good place to start. Look for like minded people.
