May I ask what happened? There were many attacks on tourists in the past, which is why the presence of security forces was increased extremely. In Luxor I saw even more than in Cairo, everywhere military or armed police to see every few meters. I would describe Egypt as generally safe, but with restriction, which is why I would not recommend it for travel beginners to be honest. There are many tricks or scammers, but this only refers to the tourist areas and the best thing someone can do is, like me, to meet locals who are totally open. I was even invited to a wedding and have experienced that Egyptians are extremely open. However, you still have to be careful, a few things have happened to me that were kind of strange, which is why I would describe it partly as unsafe, but if someone knows these tricks it is safe. However, everything is better than sitting around in some tourist resort and having nothing of the culture :)
