The Speed tiebreaker works this way:

1 - Speed
2 - Attack Type (Magic > Range > Melee)
3 - Rarity (Legendary > Epic > Rare > Common)
4 - Monster Level 10 (Max) - 1 (Min). The tiebreaker is here, the level 2 will attack first
5 - Random (If everything is equal, then is random).
