Don't you think this is more the case of 'People dont care', then anything else?
They are probably so not in touch with what they do at school, in their work, they lost their passion, they simple dont use any energy they dont think is needed to get through the day. Very very very annoying for those who want to make something out of the situation, who want to bring some quality into what they do and to all those who are in the classrooms. But I suspect this is more or less fact of life. I can rant about quite a few colleagues as well. By now, I started to accept most people. Also I know with whom I like to work, and with whom I dont.
