Again... if you are the one that mined the block you can put the data anywhere you want and it costs you nothing because you are paying yourself. I am still unable to confirm what you are saying or even understand why it would be an issue.

And also you are saying it's creating lots of UTXOs which also is not a header issue and comes up from regular operations in a block.
