I just think there's a very big distinction between creating a blueprint for a drawing vs putting an actual JPEG on the chain that someone could just double click and open up without even knowing what it was.

The blueprint method is more of a hack that requires a ton of extra intentional effort. At that point it comes back to a freedom of speech issue. Writing the code is speech and should be protected but running the code could be illegal in many circumstances/environments.
