This is about reward Points created by delegating HP to @ecency account. All other points are not affected. If you delegated HP to @ecency and haven't claimed your pending rewarded Points or been inactive in past 90 days, new points won't be rewarded for those delegations daily until active again. HIVE rewards for delegations not affected, they keep flowing.
