The conclusions are obvious:
They want the guns to be traced when it's a slaughter because it immediately becomes a political platform for "gun reform" laws - "How could this clearly deranged psychopath be allowed to buy an AR, 6 hi-caps and $1500 in 5.56? -Clearly something must be changed, VOTE FOR US!"
When it's a cop-murder - "Violent thugs control our streets, this is why our cops need military grade tactics, weapons and vehicles. We've got some MRATs just sitting around rusting in Washington, here have 'em boys!"
