If by "inflation" you mean an ever-increasing supply, no. The supply is capped at 10,000,000. The only way to get is to buy it, tip it, set duo-curator as a beneficiary on posts and delegate.

That's a good point on the wording. It means 10% is kept in the duo-curator account to grow the HP. Just like dividends are paid at 90% of curation earnings so the account's HP slowly builds abd grows.
