I think you are conflating the state and society.

"organization, a collective of people, cooperation"... you can organize without coercion... a collective is great as long as it is by unanimous consent... and cooperation is the opposite of political government/the State. Society can provide all the above without the "buts".

Yet I also suspect society is limited in size and beyond a certain number of individuals, it's no longer a society. (I know America and the 50 states are not societies, and neither are any towns beyond very small ones-- they may be made up of a bunch of societies.) I don't know what that number is, though. And maybe you can have societies work with each other in cooperation without anyone forming a state-- that seems self-evident to me.
